Overview

A senior executive team was considering expansion into a Middle Eastern financial services market and needed firsthand insight before making a significant strategic commitment. The planned spend sat in the $70M range. The internal case described an open market. Leadership needed to understand customer behavior, regulation, competitive position, distribution, and what it actually took to operate there.

Global financials research could describe the region. It could not tell the team how customers chose providers, which distribution models worked, or which regulatory and operating constraints would show up after capital was committed. Those answers sat with executives, former regulators, and operators still in the market.

The team engaged Primary Insight to get structured access to financial services executives, former regulators, operators, and other participants with relevant regional experience.

Challenge

The core challenge was not a lack of regional commentary. It was a lack of independent, decision-grade perspective on a market the company did not yet run. Internal champions had every reason to describe the opportunity as ready. Desk research written from outside the Gulf could only go so far before $70M was committed.

Key open questions included:

Approach
